Body
Staff Recommends: Approval of the attached Resolution.
Explanation:
The Office of Human Resources requires agreements to provide temporary employment services Citywide as the City's offices and departments occasionally require the use of temporary employment services for various Blue Collar and White Collar services, to maintain sufficient staffing levels in order to meet operational needs.
Temporary employment services were competitively bid by the Southeast Florida Governmental Purchasing Cooperative Group, in which the City is an active participant, with the City of Coral Springs, Florida acting as the lead agency in processing and issuing Formal Bid Number 13-D-140F for Temporary Employment Services.
The current contracts for temporary services are expiring after the two additional two-year periods and the City of Coral Springs has solicited bids for temporary employment services and received 27 responses. The City of Coral Springs informed the cities affiliated with the Southeast Florida Governmental Purchasing Cooperative Group that they requested a six-month extension with the existing providers from October 15, 2019 through April 14, 2020 at their City Commission meeting on September 18, 2019, in order to review the bid responses and facilitate signed agreements with the selected temporary agencies.
When the City of Coral Springs, again acting as lead agency for the Southeast Florida Governmental Purchasing Cooperative Group, awards its pending bid for temporary employment services, it is the intent of the City to bring back to the City Commission a request to award the bid for Hollywood to use for temporary employment services.
The Director of Human Resources and the Director of Procurement Services have recommended that the City Commission approve an extension of the agreement for temporary employment services through April, 14, 2020, for an estimated combined expenditure of $150,000.00.
This award is subject to the City's receipt and approval of all insurance certificates required by the City's Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City. Funding for these agreements has been provided in the FY 2020 budget in the wages and salaries - temporary line item accounts in the various offices and departments.
