Explanation:

The City of Hollywood has established Local Housing Assistance Plans pursuant to Chapter 160 of the Hollywood Code of Ordinances.

 

Sections 420.907 through 420.9079, Florida Statutes, and Chapter 67-37 of the Florida Administrative Code allow municipalities to receive State funds dedicated to affordable housing production and preservation. The City has established Local Housing Assistance Plans pursuant to Chapter 160 of the Hollywood Code of Ordinances. The Local Housing Assistance Plans have been created to support owner-occupied housing rehabilitation, demolition and reconstruction, disaster repair, tenant-based rental assistance, acquisition, disaster recovery assistance, new construction, purchase assistance and program administration.

 

The City desires to make Technical Revisions to the State Housing Initiative Partnerships (“SHIP”) Local Housing Assistance Plan for the State of Florida Fiscal Years 2016-2017, 2017-2018 and 2018-2019, including the applicable Housing Goals Charts in the attached Exhibit “2”, in order to recognize 2017-2018 and 2018-2019 Program Income of $365,805.98, as set forth in the attached Exhibit “1”.

 

This revision allocates $347,515.98 of Program Income to Owner-Occupied Rehabilitation and $18,290.00 of Program Income to Program Administration. The Technical Revision also transfers $291,459.00 of SHIP funds from the Demolition/Reconstruction, Acquisition/Rehabilitation, and New Construction line items to Owner-Occupied Rehabilitation. Each local government must use a minimum of twenty percent of its SHIP allocation to serve persons with special needs as defined in Section 420.0004, Florida Statutes.

 

The City’s Fiscal Year 2019 Operating Budget was adopted and approved by the City Commission pursuant to Resolution No. R-2018-301 at the Second Public Budget Hearing on September 26, 2018.  Staff recommends approval of this item, including the necessary budget amendment.
