Explanation:
On March 20, 2018, Broward County Board of County Commissioners approved an Alternate Shell Interlocal Agreement ("Alternate ILA") for temporary debris management sites and related final disposal services by those municipalities within the County.
The execution of the Alternate ILA will assist the City in debris management in the aftermath of a natural or man-made disaster by offering the use of a Temporary Debris Management Site ("TDMS") which is designed to be temporary and permitted to manage disaster debris. The County Contract Administrator, may at his/her sole discretion, determine the manner in which services are provided to the City, including but not limited to, the selection of TDMS locations, and the hours of operation for TDMS locations.
The use of Broward County's TDMS has been very useful in the City's systematic approach for the clearance, collection, handling, and final disposal of disaster debris by offering a local site for the efficient operation of disaster debris management.
Under the Alternate ILA, government entities must comply with various provisions such as ensuring all trucks are premeasured, placards are affixed to trucks noting prime contractor and truck capacity in cubic yards, provide truck certification sheets, provide load tickets initialed in the field by the government entity's field monitor and other load recordation processes as followed.
The Alternate ILA becomes effective upon execution and will terminate on November 20, 2022 and, upon mutual written consent, may be extended for two additional five-year terms. The costs for the services shall be at a proportionate share bas...
