Explanation:

The City Commission passed and adopted Resolution No. R-2018-208, approving an amendment to the Local Housing Assistance Plan (LHAP) for State of Florida Fiscal Years 2016-2017, 2017-2018, and 2018-2019, including a Disaster Assistance Strategy.

 

The Disaster Assistance strategy includes using uncommitted State Housing Initiatives Partnership (SHIP) funding to provide rental assistance, security and/or utility deposits and rapid re-housing to be initiated when a State declared emergency occurs.

 

The Department of Development Services/Community Development Division desires to retain HOPE South Florida, Inc. (HOPE) to assist it utilizing current SHIP funds to implement a rent and utility assistance program to aid residents that have been impacted by the COVID-19 Health Emergency.

 

 

Fiscal Impact:

The Department of Development Services/Community Development Division will manage an agreement with HOPE funded by SHIP funds.  Funding will be made available in account number 164.160301.55400.583230.001020.000.000 subject to approval of this resolution. This reallocation does eliminate planned rehabilitation loans in order to support the expanded rental and utility assistance.
