Explanation:
The Department of Public Utilities operates a Cryogenic Plant at the Southern Regional Wastewater Treatment Plantlocated at 1621 North 14th Avenue, Hollywood, Florida.

The Cryogenic Plant produces the daily liquid oxygen necessary to meet the biological process related to the treatment of wastewater.

In August 2017, pursuant to Resolution No. R-2016-329, Solutionwerks Inc. performed the mandated five-year turnaround maintenance work for the Cryogenic Plant; while performing the routine maintenance work, and upon a more in-depth examination, Solutionwerks revealed a leak/rupture in the reboiler-condenser heat exchanger.

It was determined that the replacement reboiler-condenser has to be specially manufactured for the City's Cryogenic Plant and that the fabrication of the reboiler-condenser can only be done within the USA by Chart Industries, Inc., but due to industry regulations, Chart Industries, Inc. can only deal directly with an expert in the cryogenic industry such as Solutionwerks.

Due to its vast experience with the City's Cryogenic Plant, the Department of Public Utilities requested that Solutionwerks Inc. contact the original manufacturer of the cryogenic system and secure the as-built documentation which is not available to the City due to proprietary reasons.
