Explanation:
The Department of Public Utilities operates a Cryogenic Plant at the Southern Regional Wastewater Treatment Plantlocated at 1621 North 14th Avenue, Hollywood, Florida.
The Cryogenic Plant produces the daily liquid oxygen necessary to meet the biological process related to the treatment of wastewater.
In August 2017, pursuant to Resolution No. R-2016-329, Solutionwerks Inc. performed the mandated five-year turnaround maintenance work for the Cryogenic Plant; while performing the routine maintenance work, and upon a more in-depth examination, Solutionwerks revealed a leak/rupture in the reboiler-condenser heat exchanger.
It was determined that the replacement reboiler-condenser has to be specially manufactured for the City’s Cryogenic Plant and that the fabrication of the reboiler-condenser can only be done within the USA by Chart Industries, Inc., but due to industry regulations, Chart Industries, Inc. can only deal directly with an expert in the cryogenic industry such as Solutionwerks.
Due to its vast experience with the City’s Cryogenic Plant, the Department of Public Utilities requested that Solutionwerks Inc. contact the original manufacturer of the cryogenic system and secure the as-built documentation which is not available to the City due to proprietary reasons.
Based on their investigation, their extensive research, and their experience in the cryogenic field, Solutionwerks Inc. submitted a proposal for the supply and delivery of a reboiler-condenser heat exchanger, in the amount of $113,677.50.
Section 38.40(C)(8) of the Code of Ordinances provides that purchases of, and contracts for, supplies or contractual services, when the Commission declares by a 5/7ths affirmative vote that competitive bidding and competitive proposals are not in the best interest of the City, are exempt from the competitive bidding and competitive proposal requirements of the Purchasing Ordinance.
It is necessary to amend the approved FY2018 Capital Improvements Program and allocate funding in the amount of $113,678.00 as set forth in Exhibit “A”.
The Director of Public Utilities and the Director of Procurement Services recommends that the City Commission approve and authorize the issuance of a purchase order to Solutionwerks Inc. in an amount of $113,677.50 for the supply and delivery of a reboiler-condenser heat exchanger.
