Explanation:
In March 2016 the Fleet Management Division of the Public Works Department requested the purchase of one (1) 2016 International Terrastar Model SFA (4x2) 4300 with a Altec Model AT40G Telescoping/Articulating Aerial Device (Bucket Truck) to be utilized in the Department of Public Works Urban Forestry Division to replace a vehicle that could no longer perform at the required operational levels.
On April 6, 2016 the City Commission approved Resolution Number R-2016-091 for the purchase of one (1) 2016 International Terrastar Model SFA (4x2) 4300 with a Altec Model AT40G Telescoping/Articulating Aerial Device (Bucket Truck) from Rechtien International Truck, Inc. in the amount not to exceed $128,080.00.
In June 2016 Rechtien International Truck, Inc. notified the Fleet Management Division that the Terrastar model was no longer available due to the manufacturers lack of Terrastar engines, which will not be available for purchase again until late 2017 or early 2018.
The unavailability of the requested motor from the manufacturer, General Motors, has made the vendor's written quote invalid which requires the repealing of award Resolution Number R-2016-091.
