Explanation:
Scattered areas in the City routinely experience flooding after regular rain events where a drainage system is needed to address the flooding.
An existing 24-inch drainage pipe needs to be replaced at South 10th Avenue and needs to be connected to existing catch basin structures, between Van Buren Street and North Southlake Drive.
An existing 36-inch drainage pipe needs to be grouted and abandoned and existing catch basin structures need to be modified at Polk Street, between North 9th Ave and North 8th Ave.
On August 8, 2019, the Department of Public Utilities staff prepared bid documents and advertised the project, soliciting qualified construction services for Miscellaneous Drainage Improvements, and on September 5, 2019, five bid proposals were received at the Office of the City Clerk and were publicly opened at the Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the bid documents, Department of Public Utilities staff determined the bid proposal received from National Concrete and Paving did not comply with the bid requirement on the proposal bid form issued in the attached Addendum Number 2 and have deemed their proposal non-responsive.
After thoroughly evaluating the bid proposals for compliance with the contract documents, Department of Public Utilities staff determined the bid proposal received from The Stout Group, LLC is the lowest responsive and responsible bidder.
A Notice of Intent to Award related to the project was posted on the City’s website and on DemandStar on September 19, 2019, and resulted in no bid protests.
Department of Public Utilities staff recommends that the City Commission authorize the appropriate City officials to execute the attached contract with The Stout Group, LLC.
