Explanation:
The City of Hollywood owns and operates a regional sewer collection and conveyance system.
The 30 inch diameter and 48 inch diameter ductile iron piping running along Taft Street are considered the most critical components in the sewer system, since it conveys sewer from West Hollywood and large users including Pembroke Pines, Miramar, Pembroke Park, and Broward County.
The approximate 18,950 linear foot long, 48 inch diameter ductile iron pipe was installed in the year 1971 and experienced one major rupture during a construction project in November 2011.
The approximately 14,500 linear foot long, 30 inch diameter ductile iron pipe, upstream from the 48 inch pipe on Taft Street, although installed in 1986 has no damage reported to date.
Considering the service years and critical function of these 30 inch and 48 inch pipes, the Department of Public Utilities staff determined that it is necessary to perform a condition assessment on these large diameter pipes along Taft Street.
Pure Technologies U.S. Inc. is the sole source supplier for the SmartBall pipe condition assessment based upon sole source letter dated January 8, 2020 and the Sole Source Justification Form.
On January 30, 2020, the Office of Procurement Services posted a Notice to Sole Source Number NTSS-008-20 to issue a Purchase Order with Pure Technologies U.S., Inc., issued an electronic notification to various vendors, and identified February 4, 2020, as the posting expiration date.
The Office of Procurement Services received no responses to the Notice to Sole Source Number NTSS-008-20.
Section 38.40(C)(3) of the City’s Purchasing Ordinance exempts sole-source supplies and services, such as unique, patented, or franchised supplies or services, from the competitive bid requirements.
The Director of Procurement and the Director of the Department of Public Utilities recommend that the City Commission authorize the appropriate City officials to issue a purchase order to Pure Technologies U.S. Inc. for the Taft Street Force Main Condition Assessment, which consists of mobilization, smartball leak and gas pocket detection, pipe diver inspection, transient pressure monitoring, pipe wall thickness validations, pipe structural analysis, and engineering report, in the not to exceed amount of $517,713.00.
The estimated time for this project is 365 calendar days from the Notice to Proceed date.
Fiscal Impact:
It is necessary to amend the approved FY 2020 Capital Improvements Program as set forth in the attached Exhibit “A”.
