Explanation:
The Department of Public Utilities has the responsibility for planning, regulating, designing, constructing, operating, and maintaining a water treatment plant and a regional wastewater treatment plant within the City’s corporate limits.
In 2014, the Department of Public Utilities’ Instrumentation, Controls, and Electrical (ICE) staff performed a high level assessment of the existing water and wastewater treatment plants’ Supervisory Control and Data Acquisition System (SCADA).
The assessment focused on documenting existing Programmable Logic Controller (PLC) and Human Machine Interface (HMI) hardware and software and provided a roadmap towards the automation and SCADA improvements for optimization of several systems and processes within the Utility primarily aimed towards increasing operational efficiency and reduction of chemical costs.
Department of Public Utilities staff requested a proposal from Black & Veatch Corporation to develop and implement automation and SCADA improvements phase III for optimization of the Influent Screen, Degrit System, Reuse / Non-potable Water Treatment System, Influent Pump Station, RAS Pump Station No. Three, North Electrical Service Center and Reuse Water Pump Station as part of the SCADA improvements at SRWWTP.
Black & Veatch Corporation and the City have a Professional Services Agreement for General Engineering Consulting Services for Water Treatment Plant and Wastewater Treatment Plant projects, and this agreement was approved by the City Commission pursuant to Resolution No. R-2017-283 on September 20, 2017.
The Administration recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. B&V 19-01 with Black & Veatch Corporation, in the lump sum amount of $693,994.00.
Funding was included in the FY 2019 Capital Improvements Program that was approved pursuant to Resolution R-2018-302.
Funding is available in account number 442-409901-53600-531300-000730-000-000.
The estimated time for completion of the Automation and SCADA Improvements Phase III is 56 weeks.
