Explanation:

Recently, Florida legislation was adopted to authorize the use of technology equipment in school zones for speed enforcement. The program is designed to deter drivers from speeding through school zones. The system detects excessive speeds, and then the violation will be reviewed by law enforcement. 

 

The City desires to use a third-party vendor to implement an automated speed detection system in school zones to reduce speeding and benefit public safety. The Police Department recommends entering into an agreement with Blue Line Solutions to provide services, including, but not limited to, equipment, public information campaigns, repairs and maintenance, installation, and development services. The procurement method is piggyback.

 

 

Fiscal Impact:

The implementation of the speed detection system will have associated costs and revenues but overall the program is anticipated to be cost-neutral. Florida Statues set the maximum violation amount at $100 of which $60 will be returned to the City. The vendor charges $15 to cover the cost of equipment and services and this will be paid from the City’s $60 portion.
