Explanation:
The Department of Public Utilities ("Department") operates and maintains the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant ("SRWWTP"), whose headworks facility includes two bar screens, multiple grit chambers, an influent flow split box, and an influent pump station.

The existing headworks scrubber was installed in the 1980s to treat the hydrogen sulfide released in the headworks facilities and protect equipment and structures. The existing wet chemical headworks scrubber needs extensive maintenance and has reached the end of its useful life. Department staff desire to replace the existing headworks scrubber with a new wet chemical scrubber.

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of professional engineering services contracts with five firms for the Water Treatment Plant and SRWWTP projects, with one of the firms being Jacobs Engineering Group Inc. ("JEG").

Department staff requested a proposal from JEG to provide professional engineering services required for the design, permit, and bidding services related to the Headworks Scrubber Replacement Project. JEG submitted a proposal to provide the desired services in an amount up to $200,000.00.
