FIRST READING:
The City desires to implement an automated speed detection system in school zones in order to reduce speeding and benefit public safety. The Florida Legislature has authorized municipalities to enforce speed limits in school zones during specified periods in excess of 10 miles per hour above the speed limit utilizing speed detection systems. Speeding in school zones creates a hazard and compromises the well-being of students. To promote public safety the approval of this ordinance will authorize the use of speed limit detection systems. The number of students and traffic volume within the listed school zones have created a heightened safety risk which supports the installation and operation of school zone speed detection systems. The speed detection systems enhance the safety and welfare of the residents, parents, and children attending school in the City of Hollywood.
Fiscal Impact:
The proposed ordinance and implementation of the speed detection system will have associated costs and revenues but overall, the program is anticipated to be cost-neutral. If this ordinance is approved and this program is implemented during FY2024, a budget amendment may be necessary. The budget amendment may include increasing personnel and operational expenses offset by revenue that is designed to be cost-neutral.
