Explanation:
The Southern Regional Wastewater Treatment Plant ("SRWWTP") Ocean Outfall Effluent Pump Station is permitted to pump a maximum annual average amount of up to 46.3 million gallons per day ("MGD") of treated secondary effluent to the ocean outfall.
On November 17, 2023, one of the two 48-inch discharge pipes in the Ocean Outfall Effluent Pump Station failed, causing treated effluent overflows from both that pipe and the east clarifier effluent trough. The Department of Public Utilities ("Department") initiated an immediate emergency response, which included the following steps:
* Staff contacted Cardinal Contractors, Inc., to help contain the overflows and procure the necessary materials to begin repairs on the broken 48-inch pipe.
* Staff mobilized Southeastern Engineering Contractors, Inc., to clean and disinfect the overflow-impacted areas, including N 14th Avenue from Arthur Street to Sheridan Street, Arthur Street, and one block west of N 14th Avenue on Harding Street, Coolidge Street, Scott Street, Liberty Street, and the alleyways.
* The Department also selected the following consultants to assist with the emergency response:
o Hazen and Sawyer, P.C. - to evaluate the causes of the failure and help plan the repairs.
