Explanation:
During routine Department of Public Utilities ("Department") sampling, emerging contaminants that are listed on the United States Environmental Protection Agency's ("USEPA") Fifth Unregulated Contaminant Monitoring Rule ("USMR5") PFAS were identified in the raw water that supplies the water treatment plant.
The USEPA set guidelines that all public water systems must comply with proposed maximum contaminant levels established for per- and polyfluoroalkyl substances (collectively known as "PFAS" contaminants) and meet the compliance deadline of December 2026.
In order to meet the aforementioned requirements, the Department sought funding from the Florida Department of Environmental Protection ("FDEP") through the State Revolving Fund loan ("SRF") program. This funding will allow the City to comply with USEPA'S USMR5 PFAS guidelines.
Florida Statutes provide for loans to local government agencies to finance the construction of water, wastewater, and stormwater facilities through the SRF Loan Program with the FDEP.
Florida Administrative code rules require authorization to apply for loans, to establish pledged revenues, to designate an authorized representative, to provide assurances of compliance with loan program requirements, and to enter into a loan agreement in order for entities to qualify for funding....
