Explanation:
The City's potable water system consists of the Biscayne and Floridan wellfields, a water treatment plant, a booster pump station, and a distribution system. The City owns and maintains two one-million-gallon elevated water storage tanks, which are key components of the water distribution system.

The Department of Public Utilities ("Department") desires to complete a detailed inspection and structural condition assessment of these two tanks and to evaluate their structural condition. This inspection also includes a limited evaluation of electrical, mechanical, instrumentation, and control components of the tanks.

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing consulting engineering services contracts with five firms for the water and wastewater projects, one of the firms being Arcadis U.S., Inc. ("Arcadis").

Department staff requested a proposal from Arcadis for engineering services related to the East and West Elevated Storage Tank Condition Assessment and negotiated the project scope and not to exceed fee in an amount up to $100,621.00. Department staff evaluated the scope and fee and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

The Director of the Department and the Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to execute the attached Authorization to Procee...
