Explanation:
On July 7, 2021, the City adopted the One-Year Action Plan and projected use of Community Development Block Grant ("CDBG") and HOME Investment Partnerships Program ("HOME") funds for FY 2021-2022, as per Resolution No. R-2021-186.

On March 11, 2021, President Biden signed the American Rescue Plan ("ARP") into law, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, state and local governments, individuals, and businesses.

On April 8, 2021, the United States Department of Housing and Urban Development ("HUD") allocated HOME-ARP funds to 651 entitlement grantees using the HOME formula established at 24 CFR 92.50 and 92.60.

These funds must be used for qualifying individuals or families with the following criteria: homeless; at-risk of homelessness; fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; other populations where providing assistance would prevent the family's homelessness or would serve those with the greatest risk of housing instability; and veterans and families that include a veteran family member that meet one of the preceding criteria.
