SECOND READING:
On May 17, 2023 the City Commission unanimously transmitted the Evaluation and Appraisal Report/Property Rights Element ("EAR/PRE") to required agencies.

On July 31, 2003 the City of Hollywood received the Objections, Recommendations and Comments Report, known as the "ORC Report", from the State on the EAR/PRE (ORC Report is attached). The State of Florida provided no objections or recommendations. The State did provided comments, which are advisory. The advisory comments relate to the Costal Management Element; the plan's planning horizons, the Capital Improvement Element, and the Future Land Use Map series. The State's advisory comments are due to the need to update the City's Comprehensive Plan, which is now underway.

After reading and considering the advisory comments, the city's consultant (Kimley Horn) and staff are recommending adoption of the ordinance as originally presented (no changes from first reading). The adoption of PRE/EAR amendment will allow for future amendments to the City's Comprehensive Plan, which overtime will address the ORC Report.


FIRST READING:
The inclusion of a PRE in all Comprehensive Plans during the summer of 2021 was a major change in the Community Planning Act mandated by the Florida State Legislature.

Florida Statutes require local governments to adopt and include the PRE in their Comprehensive Plan for any proposed plan amendment initiated after July 1, 2021. As such, the City was required to adopt this new element by said date, the date of the next scheduled EAR, which was January 31, 2023 or as part of any amendment to its local Comprehensive Plan.
