The City signed a Memorandum of Understanding ("MOU") in 2019 with the County partnering with other County municipalities creating a Solid Waste Working Group to recommend strategies and solutions to establish a regional solid waste and recyclables management system based on shared principles and commitments.

In 2022, a first amendment was made to this MOU, providing for joint funding of a regional solid waste generation study. This study was needed to help in the creation of a coordinated, cost-effective, and environmentally sustainable system by which to dispose of waste and recyclable materials.

The result of the study has Broward County and its municipalities now entering into a long-term agreement to develop and implement an environmentally sustainable, transparent, innovative, and economically efficient plan. This plan would create an independent legal entity known as the Solid Waste Disposal and Recyclable Materials Processing Authority.

Broward County has agreed to contribute up to 50% of the total cost of the Authority, with the remaining 50% of such costs to be paid on a pro rata basis by the municipalities, based on population. The City of Hollywood's contribution would be $157,339.98, not to exceed $158,000.00.

In order for the Authority to be approved and executed, it must be approved by municipalities representing at least 75% of the total population of Broward County. ...
