Explanation:

The City of Hollywood Department of Public Utilities (“Department”) operates and maintains 85 sewer-lift stations throughout the City.  These lift stations move sewage to the wastewater plant for treatment and prevent localized sewage back-ups and sanitary sewer overflows to protect the public health and safety.  Sewer lift stations N-07, N-08, and the force main located in the Liberia-Oakwood community suffered damage during Hurricane Irma.

 

The Department, on behalf of the City, submitted a State of Florida Department of Economic Opportunity (“FDEO”) Community Development Block Grant Disaster Mitigation (“CDBG-MIT”) Grant Program application and was selected to receive a grant in the amount of $3,435,000.00 to repair and harden lift stations N-07 and N-08, and to replace the impacted force main.  On May 5, 2021, pursuant to Resolution No. R-2021-101, the City Commission approved and authorized the appropriate City officials to accept the CDBG-MIT grant funds and to execute all related agreements and documents.  The CDBG-MIT Program Grant Agreements were executed by the FDEO and the City of Hollywood on February 18, 2022.

 

This project will upgrade lift stations N-07 and N-08, including equipment and structure rehabilitation, replacement of existing force mains and installation of permanent generators.  The project is designed to mitigate damage associated with storm surge and flooding up to 500-year flood levels.

 

The Department needs a professional engineering firm to provide design, construction administration, and grant administration for the Lift Stations N-07 and N-08 Upgrade Project to comply with grant requirements.

 

 

On December 7, 2022, the City Commission passed and adopted Resolution No. R-2022-365 ranking professional engineering firms to provide engineering services related to the Sewer Lift Stations N-07 and N-08 Upgrade Project, and authorizing the appropriate City officials to negotiate an agreement with the highest ranked firm, EAC Consulting, Inc. (“EAC”), for consideration by the City Commission at a later date.  The Department and EAC have negotiated the attached project scope of services agreement.  The total cost of the agreement is in a lump sum amount of $515,189.62.  Department staff evaluated the scope and fee and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached agreement with EAC to provide design, construction administration support, and grant administration services for the Lift Stations N-07 and N-08 Upgrade Project in the lump sum amount of $515,189.62.

 

Upon authorization from the City Commission, the project will be completed in approximately 2 years from the date of the Notice to Proceed.

 

 

Fiscal Impact

Funding for this agreement is included in the amended FY 2023 Capital Improvement Plan in account number 442.409802.53600.531210.001404.000.000.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
