Explanation:

The Department of Public Utilities (“Department”) operates the Southern Regional Wastewater Treatment Plant (“SRWWTP”) which treats up to 55.5 Million Gallons per Day of raw sewage from all or portions of Hollywood, Dania Beach, Hallandale Beach, Miramar, Pembroke Park, Pembroke Pines, and unincorporated Broward County.  Wastewater received at the SRWWTP contains solids which must be removed from the wastewater stream and processed for the health and safety of the community prior to disposal. 

 

Disposal sites for these processed solids are geographically distant from the SRWWTP.  Numerous truckloads of solids must, therefore, travel across the City daily to convey the solids to the disposal sites.  Solids disposal sites are also decreasing in availability and increasing in cost as continued development limits the amount of land suitable for solids disposal. 

 

As current solids disposal becomes more costly and difficult, the Department would like to investigate potential disposal alternatives. The proposed County-wide Interlocal Agreement (“ILA”) seeks to provide information on alternatives while also optimizing each ILA partner’s resources by providing cost-sharing for a single study of local solids disposal options. 

 

It should be noted that the agreement contains a provision requiring the City to indemnify the County for all damages resulting from County’s disclosure of any City confidential information including Trade Secrets or Proprietary Information.  In accordance with City policy, approval of indemnification by the City Commission in any contract is required.  

 

The Department of Public Utilities recommends that the City Commission approve and authorize the appropriate City officials to execute the ILA in the not to exceed amount of $78,720.36, as more specifically set forth in the attached ILA. 

 

 

Fiscal Impact:

Funding for this agreement is available in the FY 2023 Operating Budget in account number 442.400601.53600.531170.000000.000.000.

 

Broward County staff will oversee the ILA, no additional City staff will be needed for this resolution.
