Explanation:
The Department of Public Utilities ("Department") uses TV video trucks with special pipe cameras to assess the condition of various stormwater, sewer, and potable water lines. This allows Department staff to locate cracks, holes, clogs, and other issues without digging up the pipe concerned. Remote assessment of pipes can also reveal which lines are fully intact and not in need of repair or replacement to better prioritize future projects.

WinCan Pipeline Reporting Software from Environmental Products Group, Inc., ("EPG") is the only software available that is compatible with the Department's existing video equipment. The Department determined that WinCan Pipeline Reporting Software from EPG is a sole source purchase because WinCan has partnered with EPG as their exclusive software and service provider in Florida.

A notice to Sole Source, Number NTSS-035-23, was posted electronically on BidSync from December 12, 2022, through December 20, 2022, and received no inquiries.

The Director of the Department of Public Utilities and the Chief Procurement Officer recommend that the City Commission approve and authorize the issuance of the attached Purchase Order to EPG for WinCan Pipeline Reporting Software in an amount of $32,670.50 so that pipe evaluations can continue in the most efficient manner possible.


Fiscal Impact:
Funding for this purchase order is available in the FY 2023 Operating Budget account number 442.400202.53600.531170.000000.000.000.
