Explanation:

A sinkhole developed adjacent to the guard house at the entrance to the Southern Regional Wastewater Treatment Plant (“SRWWTP”) and was backfilled with flowable fill in October 2022.  On December 15, 2022, the Department of Public Utilities (“Department”) staff noticed that the 48-inch sewer gravity pipe, which receives sewage from the City of Dania Beach and a portion of the City, had become surcharged.  The Department initiated an emergency response to this incident to pre-empt a catastrophic break, including staging a temporary bypass pumping system.

 

On December 16, 2022, the Department met with three experienced contractors whose firms have had prior experience with installation of similar size pipe to solicit proposals for probable repairs.

 

On December 19, 2022, Department staff received bids, from three firms with active construction contracts, for the emergency replacement of approximately 500 feet of the 48” gravity main, with the following results:

Section 38.41(C)(1) of the Procurement Code exempts from competitive bid and competitive proposals emergency purchases that receive prior administrative approval except for the most urgent situations presenting a clear and present substantial threat to life or property where immediate action is required.

 

On January 18, 2023, pursuant to Section 38.41(C)(1) of the Procurement Code, the City Manager approved and authorized the emergency purchase order with Lanzo Construction Co., Florida, (“Lanzo Construction”) for the emergency replacement of the 48-inch gravity main in the amount not to exceed $4,083,120.00, based upon the attached Department Memo No. PU-23-33.

 

The Department Director and the Chief Procurement Officer recommend that the City Commission ratify the City Manager’s approval of the issuance of a purchase order to Lanzo Construction for construction services related to the emergency replacement of the 48” sewer gravity line in an amount not to exceed $4,083,120.00.  An after-the fact contract for the performance of the work between the City and Lanzo Construction requires execution.

 

Lanzo Construction commenced construction on January 27, 2023, identified the nature and extent of the damaged pipe, and is expected to complete the pipe repair by May 31, 2023.

 

 

Fiscal Impact

Funding for this service requires amending the approved FY 2023 Operating Budget and Capital Improvement Plan as detailed in Exhibit “1”, subject to approval of this resolution.

 

Department staff will manage this project.  No additional staff is needed for this project.
