Explanation:

The City and the Fraternal Order of Police have negotiated a successor collective bargaining agreement in effect from October 1, 2022, through September 30, 2025 (the “Agreement”).  The significant negotiated changes are contained in the articles Health and Wellness, Assignment Pay, Annual Leave, Bereavement, Sick Leave, Holidays and Holiday Pay, Pension and Pension Plans, Education and Incentive Pay, Wages and Physical Fitness/Wellness. 

 

A summary of all the negotiated changes is attached.

 

 

Fiscal Impact:

The changes proposed in this Collective Bargaining Agreement are estimated to cost approximately $9,150,000 over the three-year period of the agreement. These estimated costs include the previously agreed upon Memorandum of Understanding for FY 2023 salary increases and one-time payments as well as the previously approved changes to the Police Pension Ordinance.

 

The estimated cost is primarily driven by:

                     Pension benefit changes for Group Two and Three members

                     Acceleration of longevity for eligible members

                     Increase in Retiree Health Savings Account contributions

                     Revisions to annual leave, sick leave, and holiday leave
