Explanation:
The Department of Public Utilities ("Department") desires to purchase emulsified polymer Clarifloc SE-1804 for use as a biosolids thickening agent. Liquid wastewater entering the Southern Regional Wastewater Treatment Plant typically contains a very small percentage of solids, roughly 2.5% of the influent. Many of these solids are also lightweight, making them more difficult to remove from suspension in the water. Emulsified polymer is a product used to clump these small, light, particles together through a process called flocculation. The clumped particles are much easier to remove from the liquid wastewater. The solids need to be combined to increase the biosolid concentration to at least 18% solid during the belt filter press dewatering process prior to entering lime stabilization treatment to produce Class AA EQ fertilizer for distribution to sod farms.
A competitive process for the desired emulsified polymers was bid by Volusia County through Volusia County Bid 22-B-08LS Emulsified Polymer (22-B-08LS) on November 30, 2021, and awarded to Polydyne Inc.
The current term of 22-B-08LS is from February 2, 2022 through February 1, 2025.
Polydyne Inc. has agreed to extend the same pricing under the terms and conditions set forth in 22-B-08LS to the City. The annual cost of the Emulsified Polymer Clarifloc SE-1804 will be in an amount of $600,000.00.
