Explanation:
The Department of Public Utilities ("Department") operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant ("SRWWTP"). The SRWWTP uses multiple processes to treat wastewater and produce high-quality effluent. Treated effluent is currently discharged into existing Deep Injection Wells No. 1 and 2, or the Atlantic Ocean. These deep injection wells were placed in service in 2002 and are the primary disposal method under Florida Department of Environmental Protection ("FDEP") Permit Number 156419-009-007-UO/1M issued on February 15, 2018. This permit requires that a five-year mechanical integrity testing ("MIT") program be completed before August 21, 2022, for Deep Injection Well No. 1 and before August 31, 2022, for Deep Injection Well No. 2.

On June 15, 2022, the City Commission passed and adopted Resolution No. R-2022-173 which authorized the execution of a contract with Layne Christensen Company for construction services related to MIT of deep Injection Wells No. 1 and No. 2, and to execute the Authorization to Proceed for Work Order No. H&S 22-06 with Hazen and Sawyer, P.C. ("H&S") for construction administration services for the project.
