Explanation:

In November 2018, Broward County voters approved a 30-year sales surtax (also known as “Penny for Transportation”) to fund statutorily-permissible transportation expenditures. The Johnson Street Complete Streets Project, From Dixie Highway To North 30th Road, has been determined statutorily eligible for surtax funding and subsequently approved for funding by the Broward County Board of County Commissioners.

 

In anticipation of Transportation Grant funded capital improvement opportunities, City staff issued Requests for Qualifications for varied engineering disciplines to be selected on a continuing services basis for future projects yet to be determined.

 

On September 1, 2021, the City Commission adopted Resolution R-2021-208, ranking engineering firms and approving the execution of Continuing Services Professional Services Agreements, which included HBC Engineering Company; under RFQ-4666-21-DCM; which included provisions to allow usage for Broward County Surtax funded projects.

 

The Department of Design and Construction Management (“DCM”) negotiated with HBC Engineering Company the project scope and fee in an amount not to exceed $149,995.00.

 

The Director of DCM recommends that the City Commission approve and authorize the appropriate City officials to execute an Addendum to Consultant Agreement with HBC Engineering Company for the HOLL-038 Johnson Street Complete Streets Project relating to planning and preliminary design in the amount not to exceed $149,995.00.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2023 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
