Explanation:
The Department of Public Utilities ("Department") operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant ("SRWWTP"), which includes various treatment processes. During a recent weather-related failure of the bar screens, a significant volume of grit from wastewater inflows passed through the headworks system and accumulated in the downstream various treatment processes. This grit has a negative impact on treatment performance, treatment capacity, and equipment. The grit must be removed from various treatment processes and severely deteriorated equipment must be repaired to keep the biological treatment process in optimal operation.

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283, which authorized the execution of continuing professional consulting engineering services contracts with four firms for SRWWTP projects, one of the firms being Hazen and Sawyer P.C. ("H&S"). On August 9, 2021, the continuing services contract with H&S was renewed for an additional two-year period. This agreement has a provision for insurance and indemnification that meets the City's requirements and gives the City the right to terminate for convenience.
