Explanation:

The Department of Public Utilities (“Department”) operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant (“SRWWTP”), which experienced the failure of both bar screens during Tropical Storm Eta on November 9, 2020 and Tropical Storm Alex on June 4, 2022.  These bar screens provide primary wastewater treatment by the mechanical removal of rags, plastics, debris, and other non-treatable objects.  The failure and subsequent clogging of the bar screens can cause sanitary sewer overflows, negatively impacting public health.  The Department evaluated various long-term options to prevent bar screen failure and clogging, and determined that the installation of a Bar Screen Bypass would provide a reliable and flexible means of preventing future bar screen clogs during heavy sewage inflow events.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283, which authorized the execution of continuing professional consulting engineering services contracts with four firms for SRWWTP projects, one of the firms being Hazen and Sawyer, P.C. (“H&S”).  On August 9, 2021, the continuing services contract with H&S was renewed for an additional two-year period.  The contract has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Department requested a proposal from H&S to provide professional engineering services for design, permitting, and bidding services for the Bar Screen Bypass.  H&S submitted a proposal to provide the engineering services in an amount not to exceed $421,984.00.  Department staff evaluated the scope and fee proposal and determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

This agenda item seeks City Commission’s approval and authorization for the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. H&S 23-02 with Hazen and Sawyer, P.C. to provide professional engineering services in an amount not to exceed $421,984.00.  Approval of an amendment to the fiscal year 2023 Capital Improvement Plan is also requested.

 

Upon authorization from the City Commission, the work order will be completed in approximately nine months from the date of the Authorization to Proceed.

 

Fiscal Impact

Funding for this service requires amending the approved FY 2023 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution. 

 

Department of Public Utilities staff will manage this project.  No additional staff is needed for this project.
