Staff Recommends:   Approval of the attached Resolution.

Explanation:

There are five bridges located within the City of Hollywood that were inspected by the Florida Department of Transportation and are in need of structural repairs.  These bridges are located at North 29th Avenue (bridge number 866301), Sanders Street (bridge number 866302), Sherman Street (bridge number 866303), Taft Street (bridge number 866304) and Johnson Street (bridge number 866305).

On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Service Agreements with various engineering firms, one of them being TRC Worldwide Engineering (“TRC”), to provide various engineering services including structural engineering.

The Department of Design and Construction Management (“DCM”) requested a proposal from TRC to provide engineering design services for the Five Bridges Repairs project.  The scope of work for the project includes design of the required structural repairs for each of these bridges, all required environmental permitting, and engineering services during construction.

DCM negotiated a scope of services and fee proposal with TRC that has been determined to be fair and reasonable.  The work described above has a base fee of $176,525.00. The consultant will complete the proposed professional engineering design services for the design and permitting of the project in approximately two years. The construction administration phase will be approximately nine months per bridge, and the bridges may be constructed either concurrently or consecutively.

Staff recommends that the City Commission authorize the appropriate City officials to execute the attached Authorization to Proceed for professional engineering services with TRC Worldwide Engineering in an amount not to exceed $176,525.00.
