Explanation:
The Fletcher Street Privacy Wall project is of high importance to the surrounding community and it has been identified as one of the City's Capital Improvement Projects ("CIP").

The Department of Design and Construction Management ("DCM") has determined that in order to implement the Fletcher Street Privacy Wall Project, it is necessary to retain a civil and structural engineering consultant to provide a permitted design criteria package to bid and build the project.

Kimley-Horn and Associates, Inc. ("KHA") and the City currently have a Continuing Services Agreement for engineering services which was approved by the City Commission pursuant to Resolution No. R-2018-400 on December 19, 2018.

DCM negotiated a project scope and fee with KHA for an amount not to exceed $58,840.00, that staff has determined to be fair and reasonable and in accordance with industry standards.

DCM desires to issue an Authorization to Proceed ("ATP") to KHA for the above-mentioned project scope and fee.

KHA's responsibility under this ATP is to provide civil and structural engineering services, and design coordination with the precast wall manufacturers to develop a final design criteria that will serve as the basis for development of final construction documents and contractor bidding and procurement.

The City is utilizing KHA for various projects. The amount being paid to the firm has exceeded $100,000.00 for Fiscal Year 2023 and, therefore, City Commission approval is required for the payment ...
