Explanation:
State Road A1A (“A1A”) is situated on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is owned and operated by Florida Department of Transportation (“FDOT”). Designated segments of A1A (Ocean Drive) serve as a hurricane evacuation route, which makes surface water ponding a risk to motorists during emergency evacuations.
Due to higher tide elevation, daylight flooding is a common occurrence that poses risk to vehicles and pedestrians alike. The City approached FDOT to explore solutions to this on-going challenge. As a result, a working group consisting of Broward County, FDOT, the Hollywood Community Redevelopment Agency Beach District (“CRA”), and the Department of Public Utilities (“Department”) was formed and tasked to explore options to address this issue. It was agreed that each participating entity share the cost of design and construction based on the stormwater contributing area.
Subsequently, FDOT recommended the installation of four new stormwater pump stations along A1A located approximately at the intersections of Bouganvilla Terrace, and Franklin, Sherman, and Van Buren Streets to address common occurrence of flooding challenges.
On June 2, 2021, the City Commission passed and adopted Resolution No. R-2021-140 authorizing the issuance of a letter of commitment to fund the design and construction of a pump station on A1A located near Franklin Street. On July 7, 2021, the CRA Board passed and adopted Resolution No. R-CRA-2021-36 approving funding in an amount not to exceed $3.14 million for the design and construction of other three pump stations within CRA Beach District. On March 2, 2022, the City Commission passed and adopted Resolution No. R-2022-061 to execute a local funding agreement with FDOT to fund the design of the above-mentioned four stormwater pump stations in an estimated amount of $770,468.00.
The Department, on behalf of the City, submitted a grant application to the State of Florida Department of Environmental Protection (“FDEP”) for funding through its Resiliency Grant Program for the A1A Stormwater Pump Stations project, and was awarded a grant in the amount of $1,825,000.00, with a committed 50% match in the amount of $1,825,000.00.
This agenda item seeks the City Commission’s authorization of acceptance of the FDEP Resiliency Grant in the amount of $1,825,000.00 for the A1A Stormwater Pump Stations project; authorization of the 50% required matching funds; and authorization for the appropriate City officials to execute all applicable grant documents and agreements.
Fiscal Impact:
Grant match funding in the amount of $1,825,000.00 was included in the amended FY 2023 Capital Improvement Plan and is available in account number 443.419901.53800.563010.001489.000.000. Grant proceeds in the amount of $1,825,000.00 will be made available in the amended FY 2023 Capital Improvement Plan, subject to adoption of a forthcoming budget amendment resolution.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this agreement.
