Explanation:

Tropical Storm Alex impacted South Florida on June 4, 2022 and caused serious flooding throughout Broward County.  The Southern Regional Wastewater Treatment Plant (“SRWWTP”) received large inflows, which contained high volumes of solids and non-flushable waste, resulting in damage to the two bar screens.

 

The City Manager previously approved emergency purchase memo #PU-22-42, which authorized Cardinal Contractors, Inc. (“Cardinal”) to complete emergency repair of the west bar screen in the amount of $28,654.73.  The Department of Public Utilities (“Department”) evaluated the options for longer-term repairs and decided to repair the east bar screen and install hydraulic lift systems for both east and west bar screens, which will provide for rapid and flexible response to future potential heavy sewage inflow events.

 

The Department has determined that it is in the best interest of the City to procure construction services required for the bar screen repair from Cardinal since they installed both existing bar screens in 2014 and assisted in the emergency repair of these bar screens in November 2020 and June 2022.

 

Department staff requested a proposal from Cardinal for construction services required for the repair of one bar screen and installation of hydraulic lift systems for two bar screens.  After negotiation of project scope and cost, Department staff have determined that the negotiated proposal is fair, reasonable, and in accordance with industry standards.

 

Section 38.41(C)(9) of the Procurement Code states that when the City Commission declares by a five-sevenths (5/7ths) affirmative vote that the competitive bidding and competitive proposals are not in the best interest of the City, such purchases are exempt from competitive bidding and competitive proposal requirements.

 

This agenda item seeks the approval of the execution of the attached Purchase Order with Cardinal for construction services related to the repair of one bar screen and installation of hydraulic lift systems for two bar screens in an amount not to exceed $96,472.00.

 

It is estimated that the period to complete this work is 9 months after receipt of the executed Purchase Order.

 

 

Fiscal Impact

Funding for the attached Purchase Order is available in the FY 2023 Operating Budget and is available in account number 442.400602.53600.546310.000000.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
