Explanation:

On November 2, 2022, the City Commission passed and adopted Resolution No. R-2022-145 supporting the implementation of a Community Shuttle Program and the establishment of three service routes within the eastern portion of the City.

 

Although City staff had submitted three additional applications to establish service routes within the western portion of the City, they were not approved by Broward County Transit.    

 

The Department of Development Services, Engineering, Transportation and Mobility Division proposes to address the deficiencies noted by Broward County Transit and re-submit the route applications for the western portion of the City.

 

To assist with the effort, the Department of Development Services, Engineering, Transportation and Mobility Division requested a proposal from Kimley-Horn and Associates, Inc. to identify community shuttle routes and micro-transit zones throughout the western portion of the City that meet Broward County Transit criteria. Staff negotiated a project scope and fee in an amount not to exceed $52,640.00 that is determined to be fair and reasonable and in accordance with industry standards.

 

In accordance with Section 38.38 of the Procurement Code, City Commission approval is required due to the annual cumulative contract amount with Kimley-Horn and Associates, Inc. for FY 2023 exceeding $100,000.00.

 

The Director of Development Services and the Director of Procurement Services recommend that the City Commission authorize the appropriate City officials to execute an Authorization to Proceed with Kimley-Horn and Associates, Inc. based upon the project scope and fee and the terms and conditions of current Professional Engineering Continuing Services Agreement for Traffic Engineering and Transportation Planning Services.

 

 

Fiscal Impact:

Funding for this project is available in the amended FY 2023 Capital Improvement Plan and is available in account number 334.149901.51900.531300.001600.000.000
