Explanation:
The City owns, operates and maintains 85 sanitary sewer lift stations that collect and convey wastewater to the Hollywood Southern Regional Wastewater Treatment Plant. These sewer lift stations require rehabilitation, repair and replacement work on an as-needed basis to prevent the likelihood of sewage overflows and regulatory violations.
The Department of Public Utilities (“Department”) staff identified rehabilitation need in the following six sewer lift stations (see locations), which require lift station bypass and major equipment that the City is not equipped with.
• Replacement of isolation valves and leaking discharge piping in wetwell of Lift Station N-5
• Replacement of leaking suction pipes in wetwell of Lift Station N-8
• Replacement of malfunctioned check valves and loose base elbows in wetwell of Lift Station N-14
• Replacement of two submersible pumps in Lift Station N-18
• Replacement of isolation valves and leaking discharge piping in wetwell of Lift Station E-13
• Replacement of pumps and check valves in Lift Station W-15
• Other lift station failure if it should occur and need immediate assistance from a contractor
On July 18, 2018, similar construction services were competitively bid by the City of Boca Raton, pursuant to Bid Number 2018-049 - Lift Station Rehabilitation and Repair. The City of Boca Raton awarded Bid Number 2018-049 - Lift Station Rehabilitation and Repair to Intercounty Engineering, Inc., and recently renewed the annual term with the contract expiration date extended to September 23, 2022.
Section 38.41(C)(5) of the Purchasing Ordinance allows the Chief Procurement Officer to procure, without following formal procedures, all goods and services that are subject of contracts with the State, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided that the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
Intercounty Engineering, Inc. has agreed to extend the same pricing as outlined in City of Boca Raton Bid Number 2018-049 to the City.
The attached Resolution seeks the City Commission’s approval of the issuance of the attached Blanket Purchase Agreement in an amount not to exceed $500,000.00 to Intercounty Engineering, Inc. for Additional Miscellaneous Lift Station Rehabilitation, Repair and Replacement on an as needed basis.
The project will be completed before September 23, 2022.
Fiscal Impact:
Funding for this project was included in the amended FY 2022 Capital Improvement Plan, and is available in account number 442.409903.53600.552240.000701.000.000.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
