Explanation:
The Holland Park project is part of the General Obligation Bond Project list approved by voters in March 2019, and includes resurfacing parking lots and improving walkways.
The Department of Design and Construction Management ("DCM") determined that it is necessary to retain a contractor for paving services that includes the asphalt milling and paving of all park pathways and parking lots, pavement markings on the road and in the parking lots, rock service and asphalt paving to build asphalt area in front of rowing building and straight edge where boats are located, asphalt paving to pitch water where boats are for positive drainage, concrete sidewalks and concrete footer in ground at sidewalks and pavilions within Holland Park.
The desired services were competitively bid by Palm Beach County for Project No. 2020055 on June 11, 2020, and the term of the contract is three years from the date of execution - November 17, 2020, with an option to extend the contract upon mutual agreement of the parties.
Palm Beach County awarded the bid to All Paving, Inc. who has agreed to extend to the City the same pricing under the terms and conditions as set forth in the Palm Beach County Bid in an amount not to exceed $193,842.36.
Section 38.41(C)(5) of the Code of Ordinances allows the Assistant Director of Financial Services for Procurement to procure, without following formal solicitation procedures, all goods, supplies, materials, equipment, and services that are the subject of contracts with the State, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof ("piggyback"), provided that the goods, supplies, materials, equipment, or services are the subject of a price schedule negotiated by the entities listed above and is based strictly on competitive bids, quotations, or competitive proposals and not on any preference. Utilization of other governmental entities' contracts shall be permitted only during the term of the other governmental entity's contract.
The Director of DCM and the Assistant Director of Financial Services for Procurement recommend that the City Commission approve the issuance of a Blanket Purchase Agreement to All Paving, Inc. based upon Palm Beach County’s Bid for Project No. 202055 to provide paving construction services at Holland Park.
Fiscal Impact:
Funding for this project was included in the amended FY 2022 Capital Improvement Plan and is available in account number 333.309901.57200.563010.001213.000.000.
