Explanation:

The City of Hollywood’s Water Treatment Plant (“WTP”) is a 59.5 million gallons per day (“mgd”) plant that not only provides high quality drinking water to the residents of the City, but also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida Reservation.  The WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C.  In addition to retail and wholesale water services, the City has an emergency connection with the City of Dania Beach, which withdraws water from the City’s system to maintain its system pressure.  The WTP typically treats 78% of raw water withdrawn from Biscayne Aquifer, and 22% of raw water allocation from Floridan Aquifer.

 

On April 14, 2021, WTP staff noticed a leak in the 30 inch raw water supply pipe in the parking lot between the secondary high service pump station and the filter building.  The Department of Public Utilities staff exposed the leaking pipe to inspect the extent of the leak and the possibility of repairing it.  Several temporary repair methods were evaluated and none of them could be successfully implemented in-house due to the challenges including limited clearance between the 30 inch pipe and two adjacent electric manholes and the duct bank crossing over the 30 inch pipe.  On June 9, 2021, WTP staff noticed that the bell of the pipe started cracking.  Subsequently, on June 20, 2021, the Department of Public Utilities staff encased the leaking joint with flowable fill to mitigate the risk of 30 inch raw water pipe bursting.

 

On June 17, 2021, the Department of Public Utilities staff prepared bid documents and advertised the project, soliciting qualified construction services for the 30 Inch Raw Water Main Repair, and on July 15, 2021, four bid proposals were received at the Office of the City Clerk and were publicly opened with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined that the low bidder, Ric-Man International, Inc. is the lowest responsive and responsible bidder.  On July 22, 2021, a Notice of Intent to Award related to the project was posted on the City’s website and on BidSync, and resulted in no bid protests.

 

This agenda item seeks approval of execution of the contract with Ric-Man International, Inc., in an amount not to exceed $257,800.00 for the replacement of approximately 80 feet of the 30 inch Raw Water Main Repair. The contract price of $257,800.00 includes an allowance in the amount of $75,000.00 for undefined conditions.

 

It is recommended that the City Commission authorize the City Manager or his delegate to approve the utilization of the contingency funds for undefined conditions, if necessary and justified up to the amount of $75,000.00.

 

Upon authorization from the City Commission, the estimated time to complete the construction services will be 90 days from the Notice to Proceed issuance date.

 

 

Fiscal Impact

Funding was included in the amended FY 2021 Capital Improvement Plan, and is available in account number 442.409901.53600.599901.000000.000.000.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
