Explanation:
The City Commission desires to promote public health, safety and general welfare and to minimize public and private losses due to flood conditions. The City has been a Federal Emergency Management Agency National Flood Insurance Program ("NFIP") participant in good standing since October 1, 1992 and seeks to maintain and improve its flood resiliency through the NFIP and Community Rating System ("CRS").

Property owners in the City benefit from 20% reduction in flood insurance premiums as a result of the CRS activities including the Floodplain Management Plan ("FMP") maintained by Department of Public Utilities, which provides a localized strategy of programs, projects and measures to reduce adverse impact of flood hazards, and will improve the CRS class standing. An updated FMP, as one key component of the City's pathway to a more resilient community, is required to contribute a greater discount in flood insurance premiums to Citywide property owners.

The United States Department of Housing and Urban Development ("HUD") announced that the State of Florida received $633 million in funding to support long-term mitigation efforts through the Community Development Block Grant-Mitigation ("CDBG-MIT") programs, of which $20 million was allocated for the Rebuild F...
