Explanation:

The Gateway and Neighborhood Signage project is part of the General Obligation Bond Project list approved by voters in March 2019.

The Department of Design and Construction Management has determined that in order to implement the Gateway and Neighborhood Signage Project, it is necessary to retain a consultant to provide engineering services to evaluate the existing signage.                      

The purpose of this evaluation is to determine the scope of work and options for the existing signs, such as total replacement or retrofitting replacement with new signs, without the need to replace the structure.

Kimley-Horn and Associates, Inc. and the City currently have a Continuing Services Agreement for Engineering Services which was approved by the City Commission pursuant to Resolution No. R-2018-400 on December 19, 2018.

The Department of Design and Construction Management negotiated a project scope and fee with Kimley-Horn and Associates, Inc., for an amount not to exceed $40,935.00, that staff has determined to be fair and reasonable and in accordance with industry standards.

The Department of Design and Construction Management desires to issue an Authorization to Proceed (ATP) to Kimley-Horn and Associates, Inc. for the above-mentioned project scope and fee.

Kimley-Horn and Associates, Inc.’s responsibility under this ATP is to provide an assessment of the condition of 87 existing Gateway and Neighborhood Signs located throughout the City to establish the current extent of structural deterioration of each sign in order to determine whether structural repairs or modifications are necessary.

The City is utilizing Kimley-Horn and Associates, Inc. for various projects, and the amount being paid to the Firm has exceeded $100,000.00 for Fiscal Year 2021, and therefore, City Commission approval is required for the payment of additional fees to this firm pursuant to Section 38.38 of the Procurement Code.

 

Fiscal Impact:

Funding for this project was included in the amended FY 2021 Capital Improvement Plan, and is available in account number 333.149901.54100.563010.001186.000.000.
