Explanation:
At the completion of each fiscal year's budget, past program years are reviewed for program compliance.

In order to meet expenditure deadlines, the general purpose of this resolution is to allocate CDBG program income and re-allocate Federal Program Year 2013/2014, 2014/2015 to fund to activities with immediate expenditures and to refund Federal Program Year 2013/2014, 2014/2015 activities with Federal Program Year 2018/2019 and 2020/2021 CDBG funds.

This resolution allocates $214,115.76 in CDBG program income to Section 108 and Pinnacle Debt Service.

This resolution re-allocates Federal Program Year 2013/2014 and 2014/2015 unspent CDBG funds previously allocated to Eviction Prevention to provide FFGFC (Pinnacle) Debt Service, Sewer Connection Assistance, Commercial Property Improvements and Community Center Improvements that can be expended immediately.

This resolution re-allocates Federal Program Year 2018/2019 and 2020/2021 unspent CDBG funds previously allocated to Sewer Connection Assistance, Section 108 Debt Service, to provide Eviction Prevention, Community Center Improvements, and Housing Services.


Fiscal Impact:
Funding will be made available in Fiscal Year 2021 as detailed in Exhibit 1, subject to the approval of this resolution.
