Explanation:
SR-A1A (“A1A”) is situated on a barrier island that separates the Atlantic Ocean from the Intracoastal Waterway and is owned and operated by Florida Department of Transportation (“FDOT”). Designated segments of A1A (Ocean Drive) serve as a hurricane evacuation route, which makes surface water ponding a risk to motorists during emergency evacuations. Due to higher tide elevation, daylight flooding is a common occurrence that poses risk to vehicles and pedestrians alike.
In general, the existing roadway elevations along SR-A1A range from 1 to 3 foot in elevation (N.A.V.D.) with significant segments of the corridor below 3 feet, which is lower than the highest elevations of adjacent streets. As a result, flooding occurs at the intersection of A1A and adjacent streets. Furthermore, the drainage system of A1A and the adjacent streets are inter-connected and due to higher tide elevations than at the time of design, the drainage system does not function properly, resulting in severe flooding of the adjacent side streets and unsafe driving conditions. The flooding levels are increasing year over year and the situation is expected to continue to worsen with sea level rise.
The City approached FDOT to explore solutions to this on-going challenge. As a result, a working group consisting of Broward County, the Hollywood Community Redevelopment Agency (“CRA”), FDOT, and the Department of Public Utilities was formed and tasked to explore options to address this ongoing issue.
Subsequently, FDOT engaged the services of a consultant to perform a series of hydraulic studies to determine the cause of the chronic flooding conditions along and adjacent to A1A between Hallandale Beach Boulevard to just North of Dania Beach Boulevard. The corresponding hydraulic study engendered a series of reports that summarize the analysis of the existing conditions and provide alternatives to mitigate the chronic flooding conditions along SR-A1A.
It should be noted that the study did not use the current high tide elevations that have been rising noticeably in the past few years due to the recent changed conditions of sea level rise. If current tidal elevations are used in the study, it would produce worse flooding results. This study found the roadway no longer provides the required level of service even during smaller rain events. This is evident through the frequent and severe flooding that is occurring throughout the year, especially during spring and summer seasons, when segments of the entire roadway are flooded.
One of the main recommendations of the study conducted by FDOT is to install four new stormwater pump stations (PSs) along A1A. These PSs are located along A1A near the intersections of Van Buren, Sherman, Franklin Streets, and Bougainville Terrace and will serve jurisdictions of multiple entities including FDOT, the CRA, Broward County and the City of Hollywood. FDOT is proposing to share the cost of design and construction with each participating entity based on the storm water runoff generated by each entity based on the contributing area.
On November 6, 2020, FDOT programmed funding for the pump station on A1A located near Franklin Drive (FDOT Project Number 448576-1). The Department of Public Utilities will share the cost of funding the PS located near Franklin Street, currently estimated at approximately $2.21 million and the CRA will share the cost of the other three PSs, as shown in the attachment. The CRA will present a similar request to its Board for approval. It should be noted that these cost estimates are planning level only and are subject to revision as the definition of the design is improved.
In order to proceed with a formal design, FDOT is seeking a letter of commitment from the City of Hollywood to ensure the City is committed to the efforts that FDOT is proposing. Formal agreements for construction and maintenance will be developed subsequent to the letter of commitment and will be presented to the Commission for approval.
The Department of Public Utilities recommends that the City Commission approve and authorize the appropriate City officials to issue a letter of commitment to FDOT supporting and funding the design and construction of one storm water pump station located on A1A near Franklin Street.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact
Funding for the City of Hollywood’s contribution of $2.21M will be requested in future years’ Capital Improvement Plans subject to approval and adoption by the City Commission. $350,000.00 for design will be requested in FY22 and the balance of $1.86 Million for construction will be requested in FY23.
