Staff Recommends: The Approval of the Attached Resolution supporting an Independent Solid Waste District


Explanation:
The City of Hollywood, along with Broward County and various other municipalities, procured a study from Arcadis U.S., Inc. to evaluate solid waste and recycling service issues and make recommendations regarding the development of a regional integrated solid waste and recycling system in the County.

The City Commission approved a Memorandum of Understanding via Resolution No. R-2019-238, as was recommended by the aforementioned study among Broward County and participating municipalities. On December 6, 2019, the members of the Broward County Solid Waste & Recycling Working Group nominated and elected a Board of voting members from among the elected officials for the member Cities.

Despite an initial vote supporting the creation of an independent district, the Working Group reversed course and now supports the creation of either dependent district or an ILA.

It is the recommendation of City staff to support an independent district based on the facts that it is the only form of governance which guarantees Countywide flow control, as well as full taxing authority independent of Broward County's millage cap.

The City Commission is being requested to signify its support of either a Dependent Solid Waste District or an Independent Solid Waste District for the purpose of providing a regional integrated system to manage solid waste disposal and recycling processing services within Broward County, Florida.


Fiscal Impact:
Approval of the Resolution will not fiscally impact the City.
