Explanation:

Police Officers are contractually provided three (3) complete sets of uniforms annually. On June 21, 2017, the City Commission passed and adopted Resolution Number R-2017-172, which authorized the purchase of Police Uniforms from Kina Group d/b/a All Uniform Wear (“All Uniform Wear”) for a three (3) year period with the option to renew for three (3) additional one (1) year periods.

 

The current one (1) year renewal period with All Uniform Wear is scheduled to end on June 20, 2021 and there are two (2) additional one (1) year renewal periods with All Uniform Wear remaining on their contract which is scheduled to end on June 20, 2023. It is not in the best interest of the Police Department to continue the services with All Uniform Wear due to numerous documented issues, concerns and unsatisfactory service since the inception of this contract.

 

The Police Department has identified another qualified vendor, Galls, LLC, to provide the appropriate uniform services. The estimated annual costs are based upon bid quantities and usage to satisfy the City’s contractual requirements for the Police Department, and the quality of the product line provided by Galls, LLC meets the requirements of the Police Department. The requested uniform services are available from Galls, LLC, via the City of Tampa, Florida, its Contract No. 81100920, which was competitively bid. Funding has been provided for in the Fiscal Year 2021 Police Department budget, and will be budgeted in subsequent fiscal years.

 

The Chief of Police and the Assistant Director, Financial Services for Procurement recommend that the Commission approve and authorize the issuance of a purchase order to Galls, LLC for the purchase of police uniforms in an annual estimated amount of $150,000.00 for a two (2) year period with an option to renew for three additional one-year renewal periods.

 

Fiscal Impact:

A portion of the funding for this contract is available in the FY2021 Operating Budget account number 001.204105.52100.552420.000000.000.000, and the balance will be budgeted in the subsequent fiscal years’ operating budgets subject to the approval and adoption by the City Commission.
