Explanation:
The City's lifeguard towers and first aid stations are twenty years old or older. They have reached the end of their useful life. The current towers and stations have issues including wood rot, peeling paint, rusting hardware and steel fittings, and structural issues.
It was decided five years ago to pursue replacing the units within the Community Redevelopment Agency district first as funds were available and this project tied into the ongoing projects on the beach being funded through the CRA.
An architectural firm, CPZ Architects, was selected after going through a proposal review and they produced an iconic design. This design proved too costly to build but one of the bidders on the project, Post & Beam, LLC subsequently produced a catalog with several tower models and options. Post & Beam, LLC was contracted through a catalog purchase to build six first aid stations and fifteen lifeguard towers for the CRA. Some design concepts from the CPZ Architects iconic design where incorporated into the Post & Beam, LLC catalog units.
There are two first aid stations and six lifeguard towers located outside the CRA district. The City has provided funds to replace these units for FY 2021.

Funding for this project was included in the FY 2021 Capital Improvement Plan and is available in account number 334.219902.52200.563010.001269.000.000.
