Explanation:

The Hazard Mitigation Grant Program ("HMGP") provides funding for technically feasible, cost-effective activities that reduce or eliminate long-term risk to people and property from natural hazards and their effects. The Department of Public Utilities was awarded a grant under the HGMP for backup electrical power generators for sewer lift stations E-01, W-14, and W-15. This grant is funded pursuant to a contract between the City and the Florida Division of Emergency Management (“Division”).

 

On October 7, 2020, the City Commission passed and adopted Resolution No. R-2020-253 that ranked professional consulting engineering firms and authorized the execution of consultant services agreements with the two highest ranking firms, one of them being Craven Thompson and Associates, Inc. to provide engineering services required for compliance with the grant requirements.

 

On November 4, 2020, the City executed the professional services agreement with Craven Thompson and Associates, Inc. to provide design and construction services for backup electrical power generators for sewer lift stations E-01, W-14 and W-15. 

 

Although the current Agreement between the City and Craven Thompson and Associates, Inc. provides in Section 9.16 that Consultant will comply with all applicable laws, codes, rules and the provisions of the contract between the City and the Division, the Division has notified City that the current Agreement with Craven Thompson and Associates, Inc. needs to be amended to include specific mandatory provisions established by FEMA, specifically set forth in Appendix II to the Uniform Rules.

 

To ensure compliance with the grant requirements, this Resolution authorizes amending the Professional Services Agreement with Craven Thompson and Associates, Inc. to include specific mandatory provisions established by FEMA, specifically set forth in Appendix II to the Uniform Rules. This additional requirement specifies the compliance guidelines with Federal Contractual language.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.

No funding is required for this action.
