Explanation:
The 2007 City of Hollywood Water System Master Plan identified the need to replace aging water distribution system pipes throughout the City. In order to address the findings of the 2007 Water System Master Plan, the Department of Public Utilities developed and is implementing a City-wide Water Main Replacement Program which prioritizes the replacement of water mains based on the age of the pipelines and frequency of pipeline breaks in a given area.
Hollywood Beach includes the North Beach and South Central Beach neighborhoods which are among the oldest areas in the City. Their water main infrastructure, especially along A1A, was installed from 1940 to 1968 and has reached the end of its useful life. Therefore, the existing water mains in the North Beach area and the South Central Beach area along A1A need to be replaced. Additionally, the Department has identified the need to increase the size of existing sanitary sewer force mains and replace and upgrade lift stations within the project area. Please see Exhibit A for the project area map.
On November 4, 2020, the City Commission passed and adopted Resolution No. R-2020-293 authorizing the appropriate City officials to negotiate an agreement with the highest ranked firm, Tetra Tech, Inc. for consideration of Design and Construction Administration Services for Hollywood Beach Utility Improvements by the City Commission at a later date. The Department of Public Utilities requested a proposal from Tetra Tech, Inc. and negotiated the attached agreement. The Design and Construction Administration Services for Hollywood Beach Utility Improvements will be completed in two (2) phases. Fee for Phase 1 of Hollywood Beach Utility Improvements is $1,377,717.00.
Phase 1 of the Hollywood Beach Utility Improvements consists of the following tasks: design and construction administration services for the replacement of 23,600 linear feet of water mains, replacement of 7,500 linear feet of wastewater force mains, and replacement of Lift Station E-09. Phase 2 of the Hollywood Beach Utility Improvements includes the design and construction administration services for the rehabilitation/replacement of Lift Station E-01, replacement of approximately 1,800 linear feet of gravity sewer, and modification of the connection between Lift Station E-09 to Lift Station E-01.
The Department of Public Utilities recommends that the City Commission approve and authorize the appropriate City officials to execute the attached agreement with Tetra Tech, Inc. for Phase 1 of the Hollywood Beach Utility Improvements in the amount of $1,377,717.00. Phase 2 will be negotiated at a future time and presented to the City Commission for approval in FY 2023.
Phase 1 contract term is for five (5) years with the option to renew for one additional one-year period.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

Funding for this project was included in the adopted FY 2021 Capital Improvement Plan, and is available in account numbers 442.409904.53600.531210.000742.000.000 and 442.409903.53600.531210.000742.000.000.
