Explanation:

On March 12, 2019, the City held a Special Election where a majority of voters decided to fund a variety of City-wide public improvement projects to be funded by a General Obligation Bond that included the Undergrounding of Utilities North Beach project.

 

The City desires to enter into an agreement with a consultant to provide Professional Civil, Landscape Architecture, Planning and Engineering design and general consulting services that are required for the Undergrounding of Utilities North Beach project.

 

The project is situated between A1A and Surf Road between Balboa Street and Franklin Street; with two additional streets being Douglas Street and Freedom Street to the south. The project consists of replacing the overhead utility systems with underground systems, and the beautification of the roadways by incorporating the lighting and landscaping beautification components, and finishing the project by milling and resurfacing the asphalt and rejuvenating the signing and striping.

 

FPL, AT&T, and Comcast have aerial facilities on utility poles in the project area, located in the public rights-of-way or adjacent utility easements. New underground electric and communications infrastructure will be installed within the road rights-of-way and potentially in new front lot easements. Once the new facilities have been installed, activated, and the services cutover, the existing poles, and wires will be removed by FPL. 

 

FPL, AT&T, and Comcast will develop the electric and communications network infrastructure design for the area. Kimley-Horn & Associates, Inc. will be provided with these designs and will coordinate with the utility companies to develop the detailed conduit and equipment location plans to support the network designs prepared by each utility.

 

Also, the City of Hollywood Utilities Department has a water main replacement project that overlaps the Undergrounding of Utilities North Beach project, which will be designed concurrently by a different consultant.  Kimley-Horn & Associates, Inc. will incorporate the water main replacement plans and specifications into the construction documents, to bid and construct both projects concurrently. Construction is scheduled to commence in January 2023.

 

On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400 that approved and authorized the appropriate City officials to execute Continuing Services Agreements with the five highest-ranked firms for professional engineering services for civil, landscape architecture and planning projects; one of the firms being Kimley-Horn & Associates, Inc.

 

The City followed the procedures set forth in Section 287.055, Florida Statutes, entitled "Consultants' Competitive Negotiation Act" ("CCNA"), and other applicable regulations, to advertise for Statements of Qualifications for engineering design services.

 

On July 9, 2018, the Office of the City Clerk and the Architecture, Engineering and Mobility Division received statements of qualifications packages from 16 consulting engineering firms.

On July 23, 2018, members of the selection committee met for the first time to evaluate statements of qualifications and to short-list the participating consulting firms.  On August 6, 2018, upon review of the statement of qualifications, the short-listed firms were ranked based upon specific selection criteria. Oral interviews were conducted with the following eight highest-ranked firms:

 

1. Kimley-Horn & Associates, Inc.

2. Calvin Giordano & Associates, Inc.

3. Bermello Ajamil & Partners Inc.

4. Craven Thompson & Associates, Inc.

5. Chen Moore and Associates

6. EDSA, Inc.

7. Corradino Group, Inc.

8. Atkins North America, Inc.

 

On November 26, 2018, the selection committee completed the evaluation process and ranked the firms following the stipulated guidelines/criteria in the Statement of Qualification package. The following ranking reflects the overall and final results of the selection process:

 

1. Bermello Ajamil & Partners, Inc.

2. Kimley-Horn & Associates, Inc.

3. Chen Moore and Associates

4. Craven Thompson & Associates, Inc.

5. Atkins North America, Inc.

 

City officials will negotiate a Professional Engineering Services Agreement with the highest-ranked firm. If City officials are unable to negotiate an agreement with the highest-ranked firm, they are then authorized to terminate negotiations with that firm and commence negotiations with the next highest- ranked firm for consideration by the City Commission at later date, if possible.

 

The Department of Design and Construction Management requested a proposal from Kimley-Horn & Associates, Inc. and negotiated a project scope and fee that staff has determined to be fair and reasonable and in accordance with industry standards.

The Director of Design and Construction Management and the Chief Procurement Officer of the Division of Procurement Services recommend that the City Commission authorize the appropriate City officials to execute an authorization to proceed with Kimley-Horn & Associates, Inc., based upon the project scope and fee and the terms and conditions of the current continuing agreement for the Undergrounding of Utilities North Beach project.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY2021 Capital Improvement Plan and is available in account number 333.149901.54100.563010.001188.000.000.
