Explanation:

On March 12, 2019, the City held a Special Election where a majority of voters approved funding, through a General Obligation Bond (GO Bond), for the Hollywood Beach Golf Course and Clubhouse project.

 

The Project is located at 1650 Johnson Street, in the City of Hollywood. The intent is to restore and improve the golf course and clubhouse with historical reference to the original 1920’s design. The work to be accomplished under the Contract includes, but is not limited to, a re-alignment of the course to accommodate a new clubhouse with a parking lot in the SW corner of the property per the original design. The new design will include adjustments to the drainage profile of the golf course that will raise the east side of the golf property to allow faster recovery after rain events, (by a civil engineer under a separate Architect/Engineer consultant scope), renovation of the tees, fairways, bunkers, and reshaping greens for all holes of the golf course, (review and advise) design and installation of landscaping, irrigation and all required site work, design of a perimeter multi-use path on the north and west sides of the property and the provision of a Project Site Representative (for the golf course portion of the Project only) to advise the City on a daily basis as to the progress of the Project and represent the City’s interest with the Golf Course Contractor.

 

The Golf Course Architect (GCA) shall assist the selected Architectural and Engineering (A/E) consulting firm with space planning and programming for the Clubhouse (inclusive of a community meeting space) to produce proximity configuration of a space layout that is in accordance with the Project’s requirements.

 

The City will hire under a separate Request for Qualifications all other required consultants including but not limited to Architect, Structural Engineer, Mechanical, Electrical and Plumbing Engineers, Civil Engineer and Landscape Architect. The GCA selected under this RFQ will assist the City in guiding the A/E of Record.

 

The project was advertised on www.bidsync.com <http://www.bidsync.com> on August 27, 2020.

On October 1, 2020, the Office of the City Clerk and the Division of Procurement Services received Statements of Qualifications packages from the following eight Architectural firms:

 

1.                     Bates Golf Design Group

2.                     Dasher Golf Design Inc.

3.                     John Fought Design, LLC

4.                     Greg Norman Golf Course Design Company, LLC

5.                     Larson Golf Development, Inc.

6.                     McCumber-Wright Venture, LLC d/b/a as Mark McCumber & Associates

7.                     RMGA, Inc. d/b/a Richard Mandell Golf Architecture

8.                     Planning/Design, Inc. d/b/a Sanford Golf Design

 

On October 13, 2020, members of the City’s Selection Committee, comprised of the ESS Manager of the Department of Design and Construction Management, the Arts Park and Cultural Affairs Division Administrator of the Parks, Recreation and Cultural Arts, the Assistant Director of Public Works, Assistant Director of Development Services, and a Project Manager from the Department of Design and Construction Management, met in a publicly-advertised meeting to evaluate the Statements of Qualifications.  The firms were ranked based on the following criteria as established in the RFQ: Firm Qualifications and Experience, Organizational Profile and Project Team Qualifications, Approach to Scope of Work, and Past Performance-References. Four firms were invited for oral presentations to present their qualifications.

On October 28, 2020, the Selection Committee conducted oral interviews with the following four highest-ranked firms:

 

1.                     RMGA, Inc. d/b/a Richard Mandell Golf Architecture

2.                     McCumber-Wright Venture, LLC dba as Mark McCumber & Associates

3.                     Greg Norman Golf Course Design Company, LLC

4.                     Planning/Design, Inc. d/b/a Sanford Golf Design

 

The shortlisted firms provided their 20-minute presentations, followed by a 15-minute question and response period. The evaluation process ranked the firms following the stipulated guidelines/criteria in the Statement of Qualifications package.

 

It was the recommendation of the Selection Committee to rank these three firms in the following order for consideration:

 

1.                     RMGA, Inc. d/b/a Richard Mandell Golf Architecture

2.                     Planning/Design, Inc. d/b/a Sanford Golf Design

3.                     McCumber-Wright Venture, LLC d/b/a as Mark McCumber & Associates

 

City officials will negotiate a Golf Course Architecture Consulting Services Agreement with the highest-ranked firm. If City officials are unable to negotiate an agreement with the highest-ranked firm, they are then authorized to terminate negotiations with that firm and commence negotiations with the next highest- ranked firm for consideration by the City Commission at later date, if possible.

 

Fiscal Impact:

This project was included in the General Obligation Bond and funding for these services is available in account number 333.309901.57200.531210.001194.000.000.  The contract cost is unknown until negotiations are finalized.  An agreement with terms of the contract will follow under a separate resolution and required funding will be determined at that time.
