Explanation:
The Department of Public Utilities has the responsibility for planning, regulating, designing, constructing, operating and maintaining a stormwater system, comprised of catch basins, drainage pipes, exfiltration trenches, outfalls, retaining ponds and stormwater pump stations within the City's corporate limits. An updated Stormwater Master Plan is necessary to most effectively fulfill the City's responsibilities, comply with regulatory programs at various levels (federal, state, county and local), provide a high level of service to residents, accommodate growth and economic development, and protect public health, safety and the environment.

On October 7, 2020, the City Commission passed and adopted Resolution No. R-2020-255 authorizing the appropriate City officials to negotiate an agreement with the highest ranked firm, CDM Smith, Inc., for consideration by the City Commission at a later date. The Department of Public Utilities requested a proposal from CDM Smith, Inc. and negotiated the attached agreement. The total fee for the Stormwater Master Plan is $4,703,712.00 and it will be completed in two (2) phases. Fee for Phase 1 of the Stormwater Master Plan in the amount of $2,075,655.00.
