Explanation:

The Southern Regional Wastewater Treatment Plant (SRWWTP) is a 55.5 million gallon per day wastewater treatment facility that uses multiple treatment processes to treat wastewater and produces high quality effluent.  As the wastewater goes through multiple treatment processes, activated sludge microorganisms that are not needed for the treatment processes are wasted away into a final product called “Biosolids”. Before the Biosolids are entered into the lime stabilization process, water must be removed.  The removal of water (dewatering) is accomplished by Andritz Separation Belt Filter Presses. The City currently utilizes six (6) Andritz Separation Belt Filter Presses for dewatering.  The current Belt Filter Presses system was installed in 1995, and rollers were repaired and rehabilitated in 2011 and 2012; however, five (5) of the six (6) Belt Filter Presses need to have the existing rollers removed and replaced and the frames rehabilitated.

 

On January 17, 2020, the Department of Public Utilities received a quote from Andritz Separation in the amount of $1,836,805.91. This cost includes the cost of disassembly, rehabilitation, and reassembly of four (4) belt filter presses (Nos. 1, 2, 3 and 6) in the amount of $1,479,600.00; rehabilitation, reassembly and installation of rollers in filter press number 5 in the amount of $181,960.00; cost of 10-inch roller bearing assembly in the amount of $8,263.55; and an owner contingency to resolve unforeseen field modifications, adjustments and changes during the installation of the belt presses in the amount $166,982.36.

 

On May 28, 2020, the Office of Procurement Services posted a Notice to Sole Source Number NTSS-026-20 for the replacement of belt filter press equipment, issued an electronic notification to various vendors, and identified June 15, 2020 as the posting expiration date. The Office of Procurement Services did not receive any inquiries or comments on the Notice to Sole Source Number NTSS-026-20.

 

The Department of Public Utilities wants to acquire these services under Section 38.41(C)(2) of the City’s Procurement Code that exempts sole-source supplies and services, such as unique, patented, or franchised supplies or services, from the competitive bid requirements.

 

If the City Commission approves the Blanket Purchase Agreement, the project will be completed in 58 weeks from the date of issuance of the Purchase Agreement.

 

Should this Blanket Purchase Agreement not be approved by the City Commission, the staff will continue to make the necessary repairs and continue operations as necessary. There is a high likelihood of failure of the belt filter press equipment due to its age and condition. Should the belt filter press dewatering process fail, the City will need to issue an emergency purchase order to repair equipment, which would significantly increase the cost of dewatering and disposal.

 

The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

 

Fiscal Impact:

Funding for this project was included in the amended FY 2021 Capital Improvement Plan, and is available in account number 442.409901.53600.564530.000704.000.000.
